The Russian Engineering Assembly 2014 took place on November 11 and 12 in St. Petersburg, the country’s largest engineering center.

Business program was held on November 11, 2014. The event was dedicated to high-performanceengineering as a valuable resource of the economy, a driver of progress and innovative development.Greetings to the Assembly were received from the State Duma of the Russian Federation and the Ministry of industry and trade of the Russian Federation.

Aleksey Korablev opened the Assembly,President of Concern R-Pro, Chairman of the Boardof Hi-Tech Cluster Creonomyсa, Chairmanof the Board of founders of the Engineering club, academicianof the Engineering Academy. He welcomed internationalguests from France, Germany, Israel, all members andpartners of the Engineering club, and outlined the main topicof the plenary session: “System engineering as aninterdisciplinary tool for improving the efficiency of complex systems”. The moderator wasAlexander Pylaev, editor-in-chief of the Expert Union magazine of the regional branch of the all-Russian public organization Union of machine Builders of Russia.Alexey Fedotov, President of the Saint Petersburg Engineering Academy in his welcome speech wished good work to all participants of the eventand noted: “Engineers need to think about how to raise the prestige of our professionand our homeland.”

Vladimir Kutuzov, rector of the Saint Petersburg Electrotechnical University LETI, made a speech: “In the 20 years since the collapse of the Soviet Union, the domestic economy has been restructured, and some industries have been relegated to the pre-industrial period. At the same time, there are clusters that are successfully developing and are at the world level, but in very limited conglomerates. It is obvious that a single cluster cannot turn its industry into a competitive one. All levels of government must work here, and then radio electronics, shipbuilding, mechanical engineering, and other industries will become as successful as oil and gas and metallurgy. System engineering is a matter of national importance. And only we together – enterprises, higher and secondary schools, business, government can solve this issue»

Henry Broodney head of the IBM System engineering practice at the internationalR&D laboratory in Haifa spoke about the international experience in the developmentof system engineering: “The most progressive west companies have long known that their future depends directly on the latest developments. But today, many small firms come to this conclusion. And every self-respecting University has a masters’s program in systems engineering. That is, the knowledgeis already there, it remains only to reach out and take it.”Lauren Valroff, CEO of Dassault systems in the CIS countries, presented his vision of the problem: “Engineering has always developed under the influence of existing economic models. Today, an engineer must know how to interact with other participants in design and production activities. Almost any engineering project is now implemented not on paper, but in digital form. Therefore, the use of modern software is an important task in the engineering process and its integration with other business areas.”System engineering was discussed by: adviser to the Minister of industry and trade of the Russian Federation Nikolay Kuteyev, Chairman of the Board of Directors of Dipol group Nikolay Kovalev, Director of the IBM representative office in St. Petersburg Vladimir Bykov.

After President of the Russian branch of INCOSE (International Council for system engineering) Anatoly Levenchuk defined system engineering as an interdisciplinary approach to obtaining successful systems, in which systems are considered throughout the entire life cycle, there wers a discussion which continued in the sectional part of the first day of the forum.

In the second part of the event three sections worked in parallel: “Innovativetechnologies for improving the efficiency of engineering and industry”, “Measures of state supportand development of engineering”, ” Engineering science and education – capital for aninnovative breakthrough”

In the first section, presentations were made by Alexey Bragin – CEO of 5micron Engineering Sergey Gumerov – Business Development Director at IBM GBS, Sergey Lipinsky – head of Collaboration solutions at R-Pro Concern, Sergey Tsybukov – General Director of the Scientific and Production Association for plastics processing naKomsomolskayaKomsomolskaya Pravda, , Vyacheslav Alenkov – Deputy Director of the Scientific and Production Association for plasticprocessing n.a. Komsomolskaya Pravda. Vladimir Evseev, President of the Union of foundry workers, was amoderator of this section.

Marina Lipetskaya, Director of the North-West center for strategic research Foundation,was a maderator of second section. Chairman Of the Committee for industrial policy and innovation of Saint Petersburg Maxim Meiksin presented an extensive program of measures to support industryand engineering that are being implemented in Saint Petersburg.Mikhail Rayak, Executive Director of the pre-seed investment FundVladimir Pastukhov, head of Interdepartmental Analytical Center, also took part in discussion.In the end of section “Measures of state support and development of engineering” Alexey Korablev and Mokhail Rayak signed the agreement on cooperation between HiTech and Engineering Cluster and Fund of pre-seed invesments.

The third section was moderated by Olga Korableva, Director of the international center ofEconomics and business development, doctor of Economics, Professor. There were presentations from ITMO University, Saint Petersburg Electrotechnical University “LETI”, Saint Petersburg state Polytechnic University, Institute of innovative technologies inbusiness, Saint Petersburg state University of Economics

As the final provisions for the resolution of the Engineering Assembly of Russia 2014 it was proposed:

  1. Make the meeting an annual event;
  2. More actively spread the experience of the Engineering club and involve representatives of other regions of the Russian Federation in regular meetings;
  3. Summarize and submit to the state authorities proposals for the development of domestic engineering and industry;
  4. Apply to the state authorities with a proposal to create a House of engineers in St. Petersburg, which would become a center for conducting work on networking of the domestic professional engineering community in order to increase the efficiency of industry.
